ECR has several long term Indefinite Delivery Indefinite Quantity Contracts (IDIQ) in place with the US Navy. These contracts allow ECR to competitively bid on ship repair and modernization projects throughout in Virginia, Florida, and California. We take great pride in sustaining our country’s national interest with the work that we do in helping maintain the Navy’s fleet.
ECR’s certifications, infrastructure, skillsets, also allow the company to pursue other stand-alone contracts with the Navy, the Military Sealift Command, MARAD, Crowley, Maersk, and other commercial vessel operators. ECR has a Master Ship Repair Agreement (MSRA), an Agreement for Boat Repair (ABR), a NAVSEA approved Quality Management System, as well as facilities and resources that allow the company to be of service to the Nation’s important diverse maritime sectors.
Mid-Atlantic Regional Maintenance Center (MARMC) contract to furnish the necessary management, material support services, labor, supplies, and equipment to provide marine boatyard and industrial support to Non-Commissioned boats, craft, lighterage and service craft primarily in support of Hampton Roads area of Virginia. Lot I is for marine boatyard services and industrial support for boats, craft, lighterage and service craft that can be transported via roadway by a trailer.
Mid-Atlantic Regional Maintenance Center (MARMC) contract to furnish the necessary management, material support services, labor, supplies, and equipment to provide marine boatyard and industrial support to Non-Commissioned boats, craft, lighterage and service craft primarily in support of Hampton Roads area of Virginia. Lot II is for boats craft, lighterage and service craft that are either: (1) less than 15 meters or 50 feet in length which cannot be transported via roadway, but must be delivered via waterway; or (2) is 15 meters or 50 feet in length or greater.

All work will be done in accordance with applicable United States Coast Guard (USCG) and American Bureau of Shipping (ABS) Regulations. Repairs to the following vessels: Dry Cargo/Ammunition Ships (T-AKE), Fast Combat Support Ships (T-AOE), Fleet Replenishment Oilers (T-AO), Cable Laying/Repair Ship (T-ARC), Fleet Ocean Tugs (T-ATF), Hospital Ships (T-AH), Rescue and Salvage Ships (T-ARS), Expeditionary Fast Transport (T-EPF), Afloat Forward Staging Base (AFSB), Submarine Tenders (AS), Missile Range Instrumentation Ships (T-AGM), Expeditionary Mobile Base (T-ESB), Expeditionary Transfer Dock (T-ESD).

U.S. Army contract, administered by Army Contracting Command (ACC) - Warren,
Michigan, to furnish all labor, materials, equipment and appropriate plant site to accomplish the programmed drydocking, cleaning, painting, repairs and modifications to the US Army Active and Reserve Vessels stationed on the East Coast at Fort Eustis, Virginia; Fort Belvoir, Virginia; Baltimore, Maryland; Morehead City, North Carolina; Sunny Point, North Carolina; and Tampa, Florida. Master Agreement for Repair and Alteration of Vessels, 20 January 2016, for Army vessel classes LCU, ST, LCM, MWT/CF, SLWT, BC and BG.
